When it's needed
The Meldebescheinigung is the official proof of address — needed abroad almost everywhere an address has to be evidenced.
Authority & apostille
The Meldebescheinigung is issued by the residents' registration office (Einwohnermeldeamt / Bürgeramt) under Section 18 BMG. Abroad, it is requested by universities, banks, registry offices and immigration authorities — as proof of address and, in the extended version, of marital status.
As an administrative document, it is not apostilled by the regional court president as a court judgment would be, but by the competent Land authority for administrative documents (a Bezirksregierung, Regierungspräsidium or a Landesamt — in Berlin the LABO). FÜD does not issue apostilles. Within the EU, an apostille is usually unnecessary under Regulation (EU) 2016/1191 — both the simple and extended registration certificate are explicitly covered.
